Entry Visa Application Guide
Foreigners who need to stay or reside in China for reasons other than diplomatic or official business after their entry into China may, in accordance with relevant regulations, apply to the exit-entry departments of public security organs for the extension, replacement or reissuance of visas, the issuance, replacement or reissuance of stay permits and the issuance, extension, replacement or reissuance of residence permits.
Foreigners shall apply for visas to the exit-entry departments of public security organs at or above the county level entrusted by the Ministry of Public Security.
Foreigners who apply for the extension, replacement or reissuance of visas and residence permits or stay permits shall go through relevant procedures in person at the exit-entry departments of public security organs. Under any of the following circumstances, the inviting entity or individual, relatives of the applicant and relevant professional service agencies may file the application on behalf of the applicant:
(I) The applicant is under the age of 16 or over the age of 60 or it would unduly inconvenience the applicant due to illness or other reasons;
(II) The applicant’s current entry is not his or her first entry into China and the applicant has good records of stay or residence in China;
(III) The inviting entity or individual has guaranteed to cover the necessary expenses of the applicant incurred in China.
Foreigners who apply for residence permits shall go through relevant procedures in person at the exit-entry departments of public security organs. For high-level talents needed by the State or specialists urgently needed and in the circumstances mentioned in the first provision of the preceding clauses, the inviting entity or individual, relatives of the applicant and relevant professional service agencies may make the application on behalf of the applicant.
Entities that invite and receive foreigners may apply to file records with the exit-entry departments of local public security organs.

Travelers must register with a Hainan travel agency before arriving.
We suggest that travelers register with a travel agency at least 48 hours before arrival in Hainan. Travelers must submit: passport information, round trip tickets, hotel bookings, and Hainan travel itinerary. For visa free entry, the Hainan travel agency must submit travelers’ information to the government departments concerned 24 hours before the travelers’ arrival in Hainan.
List of 59 Countries Eligible for Visa Free Entry to Hainan: Russia, the United Kingdom, France, Germany, Norway, Ukraine, Italy, Austria, Finland, Holland, Denmark, Switzerland, Sweden, Spain, Belgium, the Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Ireland, Cyprus, Bulgaria, Romania, Serbia, Croatia, Bosnia-Herzegovina, Montenegro, Macedonia, Albania, the United States, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Malaysia, Thailand, Kazakhstan, Philippines, Indonesia, Brunei, the United Arab Emirates, Qatar, Monaco, and Belarus.
Citizens of the 59 Visa Free Countries staying in Haikou, Sanya, Yangpu, Wenchang, Qionghai or Chengmai may apply for a visa at the local Exit & Entry Administration Office. Travelers in other Hainan locations must apply at the Exit-Entry Administration Bureau of Hainan Provincial Public Security Department.

Foreigner's Work Permit Application Guide
Foreigners working in China shall obtain work permits and work-related residence permits in accordance with regulations. According to the Classification Standards for Foreigners Working in China (For Trial Implementation, there is no limit on the number of foreign high-end talents (Class A) who fall in line with the national priority list for foreign talents; the number of foreign professional talents (Class B) are limited according to market demand; the number of other foreign personnel (Class C) are limited in accordance with relevant national regulations. Foreign high-end talents (Class A) who fall in line with the national priority list for foreign talents can enjoy “green channel” and “acceptance of vacancies” services.
